About Us
The Association of Ohio Health Commissioners (AOHC) includes two affiliated entities — the Ohio Public Health Institute (OPHI) and the Local Public Health Services Collaborative (LPHSC) — which function under AOHC to support and strengthen local public health in Ohio.

OPHI — Ohio Public Health Institute
OPHI is a nonprofit public-health institute affiliated with AOHC whose mission is to promote and strengthen public health through statewide collaboration, training, capacity-building, and system-wide improvement initiatives. OPHI supports local health departments through resources such as foundational public-health services (FPHS) assessments, financial reporting tools, and accreditation readiness support—including the statewide Accreditation Learning Community.

LPHSC — Local Public Health Services Collaborative
The LPHSC was incorporated in 2013 as a nonprofit, limited-liability corporation of AOHC. Membership is open to all AOHC members with established participation fees. The Local Public Health Services Collaborative (LPHSC) provides centralized insurance contracting and credentialing, integrated electronic health record and billing support, standardized financial and business processes, group purchasing for vaccines and clinical supplies, and access to discounted internet services to strengthen operational efficiency for participating local health departments.
